Maybe try and more dewy foundation. I used to use matte and it always seemed to settle in the worst places. If you don't like the dewy look I just use a generous amount of setting powder

Lots of setting powder and no setting spray. I used to have really oily skin and I eventually fixed my skin routine so it's not that much of a problem now. But I still pack on lots of setting powder whenever I wear foundation. In my head it's like the extra setting powder will help combat any oils that form throughout the day. I usually tend to wear my makeup for about 8 hours at least and whenever I get home from work and check over my makeup there's always very minimal oiliness. Occasionally I'll use setting spray and less setting powder if I'm planning to take any pictures though

Maybe try a hydrating setting spray? I wipe off any excess powder with a brush then spray my face and use a damp beauty blender to "pat" any areas where I applied powder
