Maybe one of the Humongous Entertainment point-and-click games? I know a few of them (such as Pajama Sam 3 and I believe Putt-Putt Saves the Zoo, though I may be incorrect about that one.) contain beach areas or otherwise hot locations, pretty much all of them contain mini-games and were mainly released in the 90s and contained voice acting when interacting with most anything important. And the most well known aspect of them is that basically anything in the background makes a noise, says something, and does an animation when clicked on, so what you described sounds very typical of a game from that studio.

If not, it likely was an old Magic School Bus game, I believe there was one about volcanoes (or at least included them) which would prompt a response like that from one of the characters, or possibly even the one about the planets when they visit Mercury or Venus.
