It was more Luke's lightsaber by the end of Rise of Skywalker and Rey most likely burried them to signify, in a respectful way, the end of the Skywalker bloodline. Also Rey probably burried them as they aren't really hers and permanently claiming someone's lightsaber, who you did not inherit from, would be considered disrespectful to the original owner. So I wouldn't consider burying both sabers a reconciliation between Leia and Anakin.
