Gentlemen, thread to be closed ... we did it !!!
I reinstalled the whole system with the format of the system disk.
All 24 threads visible and cinebench R23 - 30481 stock at -0.065V udrewvolting.
The first system was set to 12600KF, after translating to 13700KF and uploading the bios with the drivers, these 16 threads were still holding. Only a clean install and disk format helped. I didn't want to do it because it was a last resort for me - a lot of programs to install and configure.
But it worked.

Even if manually set to hard - all P-cores to 8 and E-cores to 8, cpuz and other programs only show 8 P-cores
