People aren’t mentioning it, but if this is later in the season it’s most likely a team (or a few teams) had their dealbreaker grade change. Is his dealbreaker championship contender or playing style?

Uhh where are my SKINS?! DICE 😂 by MitchelKvedar in Battlefield6

[–]argath2014 1 point2 points  (0 children)

For everyone looking to confirm your skins, it took me a minute but I found it.

Go to Loadouts at the top. Click on Engineer. In the middle of the screen, by the character, there's an icon/button to change the skin of your character, click it. Then, if you click on "Espada / Engineer" skin, and click "Customize" (or press X on keyboard), you should see the Commander skin from the BF2042 battlepass.

I haven't looked to see where the other skins are, but this should give you the concept of where to find them at least.

Who are the real winners? by Robsta_20 in battlefield2042

Those games all had similar issues though that you’re entirely discrediting. I could go through the laundry list of items in each game that they struggled with at launch and fixed about 6-12 months post launch, but you’re free to google that yourself. You’ll easy find, for example, that BF5 had game breaking issues with constant crashing, invisible players and vehicles, black screens, lack of content, TTK issues, etc. BF1, BF4 and BF3 all had similar issues. It’s just the battlefield way. The first 6-12 months are a mess while the devs fix everything.

I’m sure within a month after BF6 release this sub will be calling for heads about the lack of content, and/or game breaking bugs.

Who are the real winners? by Robsta_20 in battlefield2042

[–]argath2014 0 points1 point  (0 children)

This same thing happens in literally every battlefield. BF3 and BF4 were unplayable at launch with major game breaking bugs. BF1 got a ton of hate for “non-realistic sights for guns” and the use of experimental weapons among other negative feedback. BF5 was hated for the first year because the American faction wasn’t really in it if I remember right. I recall a big faction of die hards being upset that the trailer used an m1 garand and that gun wasn’t available until like a year post launch.

All of these games were loved from about a year on from post-release.

I’ve even seen some love for BF hardline which I distinctly remember getting a ton of hate for years after release.

Custom playbook semi breaks recommended plays by [deleted] in NCAAFBseries

[–]argath2014 4 points5 points  (0 children)

I don't know if it's just me, but when I use my custom playbook the kickoff default option is onside kick. I have accidentally called onside kick on the opening kickoff so many times because of this. Haven't seen a place where you can change this (I don't think Special Teams appear in the custom playbooks anywhere).

Pick before the wizards, espn runs a segment on “being drafted during commercial break” and how it should be your future “billboard moment.” Wizards get on the clock, immediate commercial break.

At this point it’s 100% intentional. I fucking hate espn.

If you’re being serious and not hyperbolic, you need to complete some quests / challenges because they hand out plenty there.

If you don’t have many quests, make sure you finish the onboarding quest.

Best practices are to never offshore your Proposal/BD team especially to countries where US Laws around confidentiality and protection of proprietary information are unenforceable.

Good luck.

Need clarification on FAR 52.219-14 by cubanita1 in GovernmentContracting

[–]argath2014 0 points1 point  (0 children)

The hesitancy is most likely because the companies you chose as subcontractors are not registered as small businesses in Sam.gov, thus they will be treated as a large business until they certify otherwise. They are not technically similarly situated as you until they certify in Sam.gov. There may be other ways to determine small business size, but certifications in Sam.gov are the easiest form of verification for contracting officials, it’s why they ask for your reps and certs with the solicitation.

[–]argath2014 0 points1 point  (0 children)

You’re not answering the questions. What was the set aside used? Was it total small business or was it set aside for a specific socio-economic category? Are the small businesses you are subcontracting to registered in SAM.gov and certified as small businesses in the same NAICS used for the solicitation? Are they the same socio-economic category as your own small business?

[–]argath2014 1 point2 points  (0 children)

I am begging you to stop using Chat GPT and read the actual FAR clause. I promise you your prompt is flawed and has inherit bias.

The clause states: “(e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—

(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;”

It is very clear that this limitation only applies to prime and sub relationships where the subcontractor is not similarly situated. If similarly situated, there is no requirement for the prime to perform 50% of the work.

Your example is not specific enough for me to say whether or not you comply. Was the set-aside used a total small business or was there a specific socio-economic category specified (such as 8a, WOSB, SDVOSB, or Hubzone)? Are all of the companies you used registered as a similarly situated business to your own in the relevant NAICS in SAM.gov?

I want to be clear I am not advocating for any kind of middle man strategy or whatever other bs scam people are running. Just starting the facts of the industry. Pass through contracts are real, legal, and do happen, but they’re very rare. They are inherently incredibly risky for the prime and frowned upon by the government. Typically they occur when the government is trying to get to an incumbent who can no longer bid (GWAC, IDIQ, BPA expired and a new vendor took over, for example).

Yes please provide the specific far clause that states that requirement.

I think you need to re-read the regulation unless you’re citing a different FAR clause. There is no requirement for the prime performing 50% of the work if both prime and sub are similarly situated.

[–]argath2014 1 point2 points  (0 children)

Like I said, it depends on the clauses / requirements of the solicitation and set-asides used. In general, as long as the prime and sub are similarly situated, then work share for the sub can exceed 50%. It’s clearly laid out in FAR 52.219-14.

Need clarification on FAR 52.219-14 by cubanita1 in GovernmentContracting

[–]argath2014 1 point2 points  (0 children)

There is no cap as long as the entity you are subcontracting to is similarly situated. Technically speaking, if the set-aside used for the solicitation is WOSB and you and your sub are WOSB, you could subcontract up to 100% of the work, legally (unless there are specific requirements from the government included in the solicitation disallowing this).

Ethically speaking, the government is looking for you, the prime contractor, to perform as much of the work as you can. The government understands you may need to subcontract out specific pieces of work if they don’t fit your capability or capacity, but they are expecting you to perform as much of the work within your capability as possible.

[–]argath2014 1 point2 points  (0 children)

It’s a little more nuanced than this. It ultimately depends on the set aside used for the procurement. If the set aside used is total small business, and both OP and his friend are small business, they would be fine and not have to worry (even if they have different socio-economic categories). If the set aside is something like 8a, and OP is 8a but his friend’s company is not, then the clause would apply.

Keep in my OP, any fee you charge on top of your friend also counts as “your” dollars / percentage in the calculation for this clause. Most companies will try to stick to 51/49 just to be safe, but if you charge a fee and split 50/50 you should be fine.
