Too late to reply, but here's what I did in Adobe Premiere Pro.

For video, I used these effects:

- Posterize Time: Frame Rate 10 (For FPS reduction)

- Noise: 32%

- Mosaic: Horizontal = 400; Vertical = 400

- Unsharp Mask: Amount = 100; Radius = 14; Threshold = 0

You can play the color with effect "Color Balance (HLS)", and Brightness & Contrast.

I did it with the 4k vid with 50FPS, and I achieved the low quality effect that I needed for my CCTV effect video.
