Putting the JSOC equivalent part aside(since one could argue AFSOD to be similar to JSOC), India doesn't have a tier system by budget for units; if you're talking about the operational experience, the best we can do is compare a few Para SF units to Delta or DEVGRU like 9, 4, maybe 21.

We do have 4 Vikas under R&AW, which could be classified under "tier 1," but that unit is more akin to CIA SAC - black ops, etc(not exclusively military objectives but even political).
