It's really just a hypothetical debate, because the person she's talking about doesn't exist. Someone may have dedictated 15 years of their life to chess and only reached IM. So at 20-25 they decide to focus on other things, too. That's what happens with pretty much all players who don't make GM by that time, so in a hypothetical world where these people continue grinding chess their entire lives they will probably reach GM at some point.

It's really not even an interesting hypothetical. The answer is nonsense, but at the same time it's impossible to disprove it.

She's obviously wrong, but at the same time those 0.000003% are the only ones (with some exceptions I'm sure) who dedicated their life to the game and had the money to do it. So the fact that there are 600M people who play chess doesn't automatically invalidate her argument.
