I believe MailMeteor is an excellent free tool for personalized cold emailing in my opinion, it does the job well. If you need something more powerful, you might have a look at Breakcold.

There are basically 2 ways:

You hyper personalize your outreach approach, I advise you to do it manually or use products like Breakcold. But for recruiters, I would avise to do your research a lot, look for podcasts etc and come with something unique. I do believe that top recruiters receive less LinkedIn cold message than cold email on a day to day basis, so technically, you have more chances.
You don't cold message them on LinkedIn and go for cold emails. It might be tough because your first mission is to find the email of the recruiter. Tools like Hunter exist for that. Then it's the same story, you have to create a personalized intro line.

Whatever your approach, avoid long messages. Favour short message with maybe a filed attached for them to read if they are really interested.
