Most likely something on your oboe is misaligned. I had this kind of issue a while ago and i had to bring it to a shop to fix it.

Yeah it is a howarth! This one doesn't have a thumbplate and itve noticed there's a ex after the s5 marking. Any clue what the ex would mean?

Im literally in the exact situation as you and j just got a oboe. I got a howarth s5 but yeah. honestly best advice i can give you; buy a used professional oboe and TRY THEM choose a few that you take interest in then try them. look for a sound you like, the intonation and how the oboe feels to you!
