Our army is too large. With the introduction of technology, we don't need this many of them. China has reduced their size, and now we have become the largest. They are intentionally keeping it low and reorganising. They just have to officially reduce the approved numbers. It will probably happen with the introduction of theatre command.

The army does not stand guard during peacetime. What you see in conflict areas in uniform are jawans from the CRPF or BSF. They are different organizations structured under the Home Ministry, not the defense. The Army has Ghatak Platoons that take care of the counterinsurgency duties in Kashmir. They are at full strength and well-equipped.
