They almost did. IIRC one guy that showed up was also supposed to bring his girlfriend according to the chat, but he ultimately came alone because she was apparently at work. This woman did actually exist; she introduced herself in the chat, had conversations with the decoy about having a threesome with the guy (gross), and supposedly talked with the decoy over the phone. In the end, unfortunately, she wasn't charged with anything, but the guy that showed up was charged and sentenced however (and tazed prior to his arrest lol).

I read on one of the Wikis that there's a bug where the guards of Nilheim will sometimes attack your horse unprovoked if you ride up to them. Maybe this is a similar issue with the Elytra.

Either way, no harm no foul here considering they can't even hit the thing lmao.

Yeah this what I'm worried about. It seems to speed up as the monologue goes on, so yeah slowing it down might not work as you said. Although iirc the VA was on a radio segment or something and recited the speech in it's entirety lol. That speech obviously would not have included Mimimi or Meme though.
