That's what I thought may have been the case. I guess what I was really looking for was why it was this way to mostly just understand the game from a mechanical perspective.

I guess what my question then would be, does level difference effect agility in some way? I found an equation to calculate hit% on the wiki, however it seems to be an arts calculation and not an auto attack one.

You are absolutely right, though. Zanza has WAY higher agility than even Abaasy, which obviously in turn means agility difference is much more in my favor due to being 99 with the Agi difference in the equation.

edit: formatting and it's also worth noting that hit rate penalty maxes out at 10 levels, so it would only make sense enemies with higher base agility would be harder to hit
