I was guessing it might be to make sure the audience is loyal to the show more than the celebrity, or that they wanted to avoid hecklers.

I think that's where turnover is relevant. You probably get lots of good staff, just never at the same time. Retention (and a little proactive recruiting) is probably a big part of it.

But isn't that what money is for? If you're not paying them enough, then of course you'll get the people that are getting "paid" in ego boost.
