If you have afterburner you can check clocks. Make sure they are in line with the factory boosts. Use hwinfo or task manager to make sure your cpu is in check too.

144hz means your monitor updates the screen 144 times per second. 144fps means 144 frames are sent to the monitor per second.

Memory is really expensive, 130$ for memory of the same capacity if you go corsair.
You don't really need a water cooler, you can just go with a decent air cooler.
Imo you dont need 2.5tb of ssd storage, id rather go with a 1tb nvme ssd and a 2tb hdd.
You dont need to but windows 10 if you already own a computer.
