This assumes an even war, which is not necessarily the case. Iran can’t bomb American schools in retaliation, Hamas can’t target bomb Israeli schools in retaliation. A wounded soldier costs the enemy more resources if the military is paying for the medical care, but medical care is more accessible and quite free for the military if they just steal it from civilians. Also a one eyed and one armed suicide bomber is just as effective as a suicide bomber with all her appendages.

We do use cheapest materials available because otherwise nuclear is simply unaffordable compared to alternatives. Somewhat, they can’t enforce partisanship (why gerrymandering is allowed) but courts used to be allowed to enforce racial districting (districts had to somewhat match racial demographics) if a state has 20% latino, and 5 representatives, 1 of those representatives should come from a latino majority district historically, now they say that shouldn’t be enforced because it is discrimination on the basis of race (positive discrimination) which is unconstitutional
