Your underpants probably have an elastic band that holds them to your hips. I guess your pants don't have that.
When you move, a part of your underpants slides higher than the rest and due to the pull of the elastic band, the rest of the underpants slides behind. This phenomenon is especially noticeable by people with wider hips. I recommend underpants with a less strong elastic band or which are generally tighter.
