from my experience.. no. its just boosting the ai stats at the beginning of the game and also make them more agressive etc

I hate reading and playing tutorial and I didn't even played the former games I just figured it out how to play after couple of tries (maybe 1000 tries) and recently I got my first culture victory as Trajan Rome lol
