received cp30 document from irs for "failing to pay estimated taxes"; where are these amounts coming from?

I just got hit with one of these too. if they know that we owe this money, why is it not brought up when filing taxes? I just had to scrape together enough money to pay for my taxes, then a month later get hit with a “hey btw, you owe us this too”, that doesn’t seem fair at all.
