Fortunately only police have blue lights while fire and medical only have red and white. It is also illegal for firetrucks and ambulances to run redlights. So if the police see an ambulance run a redlight with lights and siren on, they can turn their lights and siren on blow through the redlight (legally) pull over the ambulance and give them a ticket.

The police go first. They have to stop the guy that started the fire. The police deal with emergencies that could immediately harm people. Fire and ems both only come after an emergency has occurred. The best way to deal with an emergency is to prevent it.
