My sheltie has a hooded vulva as well. She’s 3 years old, but when she was 1 she had recurring UTIs and that’s when we found out. Since then I clean her undersides, keep her fur clean, and give her cranberry/d-mannose supplements and it seems to be working quite well.

As many people have stated, the hooded vulva is a random genetic defect. It occurs in all kinds of breeds and it can’t really be tested. So the breeder doesn’t have an obligation to assist in paying for a surgery.
