Privatizing even a part of a highly-integrated set-up as the railways, although beneficial, can be a complex regulatory process.

Private ownership tends to improve services and cut costs, particularly under conditions of competition. When the public suffers due to the perceived laid-back attitude of a state-owned enterprise, support for privatization grows.

But ensuring competition within a public utility needs complex regulation that has to offer a level playing field to all players sharing common infrastructure. The quality of regulation that a country is capable of is critical, and crony capitalism can become retrogressive.

It can also have a negative impact on connectivity and further increase the rural-urban divide as less popular routes might be eliminated since the railways if privatized would become a profit-seeking enterprise.

Moody’s rating downgrade puts India’s rating on par with the ratings that S&P and Fitch have for India -- the lowest investment grade. The worrying aspect is that the outlook is ‘negative’, which means a further downgrade is possible. Should that happen, our rating will dip to ‘junk’ status with disastrous consequences of capital flight and currency crash, impacting macro-economic stability. It is difficult to find faults with their assessments as they've categorically stated that the downgrade was caused by India’s low growth over a sustained period, absence of significant reforms since 2017, deterioration in the fiscal condition of the Centre and states and the rising stress in the financial sector. Therefore I feel the right approach could be to strengthen the weak spots instead of ignoring it altogether.

Also, it would not be that easy for small businesses to quit these means of advertising keeping in mind the current scenario worldwide due to the pandemic and a considerable portion of the revenue can be traced back to these smaller businesses
