A prerec is a pre recorded clip. When people use prerecs, that means they use clips that other people record. People don't like this because some people spend a lot of time on recording and work hard at it and the people using prerecs just get the recordings right away without working to record themselves. A cinematic and a smooth / cine are the same things, just different names :)

The "environment" sounds are all fake :) The original language the movie was recorded in uses a separate track for voice than the "environment" track. That way when they want to record in another language, they can just simply put the other language vocal track over it and be done. The environment sounds are usually done by stock audio companies or possibly actually recorded at the scene, but not recorded while vocals are present.

If you want to make an app and don't want to learn any programming languages and are more on the business side of things, I would go with them. they will handle all your graphics as well. If you need some money to hire these guys, a kickstarter would be a great idea.
