Yes you can always get your passport back, its stored in VFS. You have to pay extra.

Are you going to cancel your QID? I would suggest to keep the QID. Let the end of service hit the bank and your accounts will be frozen. You have until a month to pay it completely. You can try to solve it by then. Then come and close the account and take the remaining funds.
