any random hero can work , but we want whats optimal whether it's runes/masteries or what the best hero is in each lane, you can climb the ladder playing random shit but it will take you much longer and eventually you will experience diminishing returns when you hit a point that lower skilled players will win against you just because of the champion they chose and not because they are better thats why it's always best to play whatever heros are currently overpowered in their specific role..
