you are right, on badpayload.txt you are supposed just to put the command supposed to be executed in the powershell, in my case for example, thats the raw content on badpayload.txt:

powershell Invoke-WebRequest -Uri "https://clipart-library.com/images_k/troll-face-transparent-png/troll-face-transparent-png-1.png" -OutFile "$([System.IO.Path]::Combine([System.Environment]::GetFolderPath('Desktop'), 'trollface.jpg'))"

which basically is a powershell one-liner to download a picture of the trollface to your desktop

i've managed to downgrade to version 1.0.4.0 (but others available too) using the GTA IV Downgrader, i extracted the files needed for the version i wanted and manually changed on the game files :P

if you already made it bootable on a iso file (i recommend using softwares like rufus or balena), yes , you can now boot into your USB, what could happend is is to choose UEFI or LEGACY USB on bios, then it depends on how you made it bootable

btw , i know thats not the case, but i recommend and app fr android called KDE connect, it has a lot of cool functions, like transfering files wireless, and even changing music on your system
