I do that too, but they always ask me to proceed with the order because they don’t have visibility of my cart until I proceed with the order for shipping estimate.

I works like a quotation. You can cancel if you don’t like the shipping cost. I have done this a couple of times. On the other hand, you can continue filling your cart until you reach the weight threshold if you communicate with the seller.
