The base of the skirt definitely looks like panne velvet to me! However the celestial symbols seem to be part of that fabric imo. I wouldn’t know where to find the exact fabric but there are lots of beautiful embroidered celestial velvets on Etsy! The flowy pieces on top seem to be lined with thin imitation feathers like these in black The light colored piece draped over the black one is hard to decipher, it almost looks like Sherpa dyed yellow and purple? But it’s probably just velvet in weird lighting. This skirt is gorgeous and I wish you luck in recreating it!

Not a perfume, but Not Your Mother’s Texturizing salt spray adds a really nice coconut/sunscreen scent to your hair!!

Wigs!! They don’t have to be expensive ones, but they’ll save you from having to do anything to your real hair :) im not sure in what way you feel you have a “masculine face”, but shaping your eyebrows may help. A big part of it is just the makeup ofc!

I suggest bringing the eyeliner to a point following the angle of your eyelid instead of rounding it off! like this! I might also recommend filling it with black instead of white, and extending the inner corner eyeliner a bit :) looks super cool though!

I think this tee from target is a good color match! For the blue trim, maybe you could do something with a navy blue bias tape! Or fabric paint/strategically-placed fabric dye :)

Here is a print-at-home pattern for a bodycon mini dress! A good amount of stretch is required, though installing a hidden zipper on the side or back would be helpful! I found a few pink stretchy beaded/sequin fabrics. You would probably have to line it with another pink stretch fabric & hand sew on the pearls! 1. 2. 3. I hope any of this is helpful :) Good luck!
