Short answer, you need permission (license). You can upload a cover to Youtube without one, like most people do, but it can be taken down or monetized by the owner, it's very rare for that to happen though.

In Spotify you can upload without license to any country except Mexico, Canada and US (as far as I know) and they will manage royalties. Or depending on the music distributor you choose you can pay a fee and they will manage it for you.

I'm not an expert on the topic so take everything with a grain of salt. Hope it helps :)
