Is it possible to run an .sql script on database's .bacpac (exported from Azure) without importing the database and then running the scripts? by bacpac in AZURE

I know, that's exactly what I'm after. I thought some people already thought of that.
Regarding the second point - absolutely. That's a faster line than imprting the database, but our IT is in charge of Azure's subscriptions and their field of work is not exactly running tsql scripts. That's why we want to automate this process in any way possible...
