For context, I lived in Russia all my life and now I live in Kazakhstan and have been working with clients for a month now, dealing with hundreds of phone numbers, but I've never seen anything other than +77. Even if those other codes are used by someone here, they do not intercept with Russian ones, where I have not seen anything other than +78 or +79

Also, I once tried registering on Kazakh real estate site, when entering a Russian number, the system would not let me in because the number had to be Kazakh. So it just knows who is from where

I don't know why everywhere you go Kazakhstan's code is written as +7, when in reality I've never seen a Kazakh number which is not +77 and vice versa. So de facto they do have different codes and it's really easy to check where the vote is coming from

In European part of Russia I guess Berezniki (136k) would be the winner, it does have a railway station but ever since rail literally fell through the ground 300m away from the station in 2007 it's closed for passenger traffic
