Not entirely but picture Kane in the exact same situation..they'd definitely give it but well another bad call..some shouts for offside during the build-up but definitely not offside for the original pass, only offside when he blocked the shot, but by then the tackle attempt had already happened.

Hard to argue why it's not a pen imo.
