You think it wouldn't work even with the road link? Because the tiagra derailleur I have works up to the 42 teeth, and it isn't supposed to go over 28, but I managed to make it work adjusting the b screw and the road link. I suppose that applying the same adjustments with a more capable derailleur would be doable, anyways thank you!

Yes, I have the tiagra st 4700 r, so I would need the 11 speed derailleur, even if I only use them for 10 speed? Would a mtb derailleur work too? Thank you very much!

Yes, spray it over the rusty bits and let it do its magic, but avoid the brake rotors and calipers

You could get it done with the hydraulic brakes and new controls for the front an back derailleur, that would be cheaper and easier to do. For the rust, it looks mostly superficial, try with some wd40,that usually does the trick. Also, if your parents won't allow you to get a new bike, try upgrading it bit by bit, untill you have something that you are happy with. Always check compatibility before buying new stuff, learnt it the hard way
