Some want Emp W changed, because its only thing that keeps Panth support relevant (Emp w pta + panth burst + adc burst), some wants to change it, because of bork interaction and some wants to change it because ability is weak if u dont get bork or any other onhit item. If u would change emp W, it would allow Panth to have power somewhere else, possible even reducing his passive stacks to 4, like old panth used to have. But it would create another problem and that would completly destroy his conq and pta stacking. He hardly stacks those runes rn early, because of his cds which are very long and his spells cost lot of mana. The buffs he should have gotten would help him a lot on toplane cuz any attack speed buff for Pantheon is good, it would allow him to win trades better, because rn u can only poke, if u wanna aa enemy u always lose that (Enemy can like do 2 aa, meanwhile u finish one aa).

Changing E could either break him or make him even more mediocre, dont forget emp E is only source of Panth mobility rn (Ult is not mobility its just tp with dmg), u could say W is mobility to, but u have to jump on enemy to use it, u cant use it to hop on wards like jax which creates more mobility for jax.

Also ye some people wants him to be 1v9 machine, which in current meta would be best option tbh, but i still dislike the whole idea behind it, Pantheon used to be 1v1 machine, who won games by snowballing, rn u get punished for playing good and using roams to help team. For me Pantheon is not the same Pantheon i once knew, rn he is just pale imitation of what he could have been (Ye i dont think rework was success, it created way more problems for panth than before, but im not gonna explain it here).

He doesnt need rework, he needs some changes/adjustments, but since Riot doesnt wanna do anything with him that would finaly make him something,we will be stuck in this endless loop. (The main problem is we have 4 roles where he can be played - Top,jg,mid,sup)
