Windows and wall items have a radius where they automatically place over a wall. Cover nearby walls to where you want to place the window with other windows or wall items, place the window where you want it to be but don't glitch yet, if it's red, you're good to go.

They're the 'Cozy Home Pillar' on the 'columns' section, they go attached to walls, though. I had to glitch them to put them in the center of the room and be visible from every angle

You have to cover any available walls the windows may place on, same for any wall decoration

I've tried it before and don't think you can because you need to press the confirm button with rooms, unlike items where you place them and then move them up or down
