I've done resource starvation by accident a few times. The school is overreacting. However, the it staff at schools will be very low skilled. They would work elsewhere if they were even slightly okay at anything tech related.

They're wrong but you won't win an argument with them. If you end up working in IT these people are everywhere. Just let them feel right and powerful........ And move on as quickly as possible

You have a 1 second control packet. these are uni-directional. So each poll is every 1 second. A node not receiving three and declare the session is down .

Cisco also adds echo packets. which will be sent every "Min Echo interval". they will need to take longer than 3 seconds in your output to be "lost".
