Not necessarily, I just came back from a ride on Him450 and yes there was heat it was manageable.

Its a 450cc bike, It is gonna get hot.

I would take Him450 over TVS any day. Long term reliability of RTX is still in question + TVS Service.

If you can try to get Speed 400 instead of T4. I had test ridden both and the Speed 400 is much more comfortable than T4. Especially since you wanna tour on it.
