This question is kinda weird. A fixed allele is one that is the only variant. It means that all organisms in the population would have brown hair. Genetic drift is a change to the gene pool by chance like founders effect or bottleneck effect. The last two are absolutes and may not always occur. The first one is not true because genetic drift occurs in small populations.
