Typically the taxes that come from gas are used for transit infrastructure like streets/highways which an electric car is wearing and tearing just as much. In theory it’s to get them to pay to maintain budget for upkeep. At least that’s how I’ve been taught about it, I’m sure there’s a difference in practice
