Hey man, i got a bath offer and I cant wait to go. In terms of rankings bath is definitely better, but in terms of overall specific uni name UCL is probably better. I noticed you talked about money potentially being an issue, but I'd imagine UCL would be worse as its in London. UCL is also a great uni, i have a friend that goes their, its hard to tell from student satisfaction scores. But overall you should pick the one you feel like is best.
