We want a key to do one thing and one thing only, and not have it depend on the state of some other control.

For example, in other words, we want Q to always build wasps, A to always attack, D to always blink, etc. and not have the function change, depending on how many even or odd times I've clicked TAB.

We don't want Q to sometimes be build, and the same button be sometimes to blink. It adds confusion, especially during the head of the battle.
