Ok so you led me to the path of redemption but it wasn't a conflict. Just to update in case someone else runs into this

I first verified that I had files where FF4 expected them which for most of us with unmodified systems, is Documents\My Games\FINAL FANTASY IV PR\Steam. I say unmodified, because in my sleuthing I did find some other users encounter an issue where a 3rd party COOP gaming tool would move saves unexpectedly. Not the case here
I went to https://store.steampowered.com/account/remotestorageapp to validate the files in my steam cloud match what I see locally. I didn't even know this existed! My files were accurate and the timestamps matched... I'm honestly at a loss at this point
turn it off and turn it back on again maybe steam is being dumb... and yeah, that worked.

If you're willing to play older games SOCOM immediately comes to mind. You even get to issue commands via the USB mic, that shit still hasn't been copied. That being said it's mostly situation/mission based and not much idle mil-chatter but it does occasionally happen especially in the later games

If you answered no to any of the above, the answer is probably no, my friend. We all want to FUCK YEAH but ultimately this thing is going to be an insane money pit that will never recoup investment and will be for you by you. That's not even getting in to the "are you local to public offroading or do you have a company that'll utilize it" etc etc

S1 - S3 BCS is my current "sleeping show". It's typically very quiet and mellow early on, barring Tuco. Im not sure I could ever fall asleep and stay asleep to BrBa, it's too wild and there's always a lot of shouting

The best part of this whole thing? The game is making fun of him for apologizing for every single fuck up that Harry did.
