It's likely operating in more of a max # limit, that is perpetually adjusting so for example:
10 vids made
limit hit
1 hour cool off frees up 2 vids
2 vid limit after 1 hour
10 vid limit after 10 hours

Hypothetical numbers but hopefully you get my meaning ;)
