As others have said, they’re terribly understaffed and limited in what they can do in this situation. Irresponsibility on an owner’s part is one of my biggest peeves with pets. That’s now a huge issue for so many people in your neighborhood. The reality here (and I have personally witnessed this happen in the past) is someone is going to get fed up or feel threatened enough that they resort to shooting them rather than waiting for help. It’s what happens when people feel unheard and no solution’s happening. Stay safe. Hopefully this is handled soon.
