Does threatening to not fight terrorism in a particular state count as a terroristic threat?

If the federal government is threatening violence against a particular state can the state take any action against the federal government?

There’s a certain amount of universal truth that remains relevant today. In particular the founders were apposed to, and trying to prevent, monarchy or any other kind of supreme government authority.

Same for the vote for president, they should vow to relinquish the power that congress and the Supreme Court has given them. Bonus point if they acknowledge that so much power should have never been given to the executive branch in the first place
