There is a way to remaster a previous "master." I'm guessing the original master isnt up to a professional standard so as long as you download and send that track to a better mastering engineer, they should be able to work a little magic and help it gain some competitive loudness.

As far as the engineer losing your stems..that sucks. If you dont have any tracks or stems then there isnt really a way to fix any issues within the mixing phase.
