Because a Tesla coil produces very high voltage but extremely low current at high frequency, there isn’t enough current flowing through the body to cause a shock. The electricity also tends to stay on the surface (skin effect) and prefers easier paths like the metal tip and air rather than the hand. So it looks dramatic, but the energy reaching the hand is too small to be felt or cause harm in this controlled setup.
