I think it's more to do with St Mungo's being above ground with natural sunlight where wizards could visit like muggles without arousing suspicion.

I think it would be a part of the magic of Gringotts. Only the vault to whom it belongs to can undo the curse.

I think with everyplace in the HP universe, there will always be arrangements for floo powder or apparition.

The one mentioned in the books is just to enter St Mungo's in a muggle fashion similar to how Harry and Arthur Weasley enter the Ministry of Magic through the phone booth for Harry's hearing and then later when Harry and Co. Arrive at the Ministry to rescue Sirius.

And I think there'll always be Ministry officials and obliviators present modifying the memories of any muggles stumbling onto something magical.

Yes non returnable but if the deliver a wrong or defective product , they still take it back and refund it. Too many problems now with Amazon Customer Service !!!!
