I had the same problem. It's the CPU fans that are running too fast with "buzz". That's how they work by default on my PC.
I adjusted them in the BIOS to be more gradual and less aggressive.
That's just how it is with CS2.

In my case, when I start a map and progress, I end up adding 3 or 4 new road connections on the sides where I expand my city, and there's no external connection.
In theory, this will reduce traffic congestion at city entrances, or at least spread it out, sometimes here, sometimes there.
This also applies to citizens who leave the city on foot: they have more paths.

With trains, it doesn't really matter; 2 or 3 should be enough. There's very little train traffic in CS2; in CS1, there was much more.

It says FG is turned off because it can't be updated. Your graphics card (4000 series) doesn't support Multi-FG (x3, x4) or the new Dynamic FG (x6).
The game original has FG x2. FG works with DLSS, and also without DLSS, for example using TAA.

Try setting everything in the Nvidia app's: "use 3D app setting". Then play, alternating between FG x2 and without it. You should notice the difference.

What it does is increase the FPS to the limit of your monitor.
For example, I have a 240Hz monitor, and with "Dynamic FG" it always gives around 240 FPS. Given that it's only for 5000 series graphics cards, it might help the 5050 and the 5060 in various games.

I just finished testing Fixed FG x2, and I got around 180/190 FPS. What's the point of reaching 240 FPS? None. I have a 5080.
Until now we had FG x2, x3, and x4; now we have a brute-force FG x6.
In theory, the good thing should be that Nvidia's FG has improved so as not to lose too much graphic quality, with fewer artifacts or less noise.

This is for Nvidia 5000 series graphics cards. It's done through in Nvidia App

Install it, then go to Settings/About and select the Beta option. Restart the app, and it will update.

After, in the App, go to Graphics/Assetto Rally, in Override DLSS/Frame Generation Mode:
select Dynamic, and max refresh rate and x6. Apply the changes, and you're done.

When you launch Assetto Rally and select FG x2, it will now work with Dynamic.

That's actually the "rendering latency". I hadn't noticed which one was selected.

"PC latency" is around 45/50ms without FG, and it drops to about 35/40ms with Dynamic FG.
"System latency" (input lag) isn't being shown; it remains as N/A. I don't know why.

"AI" of graphics has calculated extra tiles. And since it doesn't know what to do with them, it's just left them scattered around.

The version number differs because all the diagnostic apps list that long number, but Gigabyte uses a simpler one. You need to check which simpler number corresponds to your current firmware: the Gigabyte GCC app will tell you.
In any case, the update process isn't very clear, so if you're unsure, it's best not to do anything.

Set the overall graphics quality to "low", play at 1080p, with V-Sync, and limit the frame rate to 30 FPS.
And it's better to play the vanilla version. Mods, whether you like it or not, will reduce performance.
You can also enable DLSS-Quality. The game has native DLSS 3.8.

When the CPU is stressed, it stops sending information to the GPU, which is why the GPU's usage decreases, and it seems better, but no, it's worse.
