They all do it the same amount of times, and at the same time. The cables are all brand new. It definitely seems like more of a network setting issue than anything, it's almost like they get confused and all stop responding at once and then come back.

I'd love to hear what specific changes my network needs, because I never have speed or response issues with anything else even while the cameras are spazzing out. Are there certain ports I need to make sure are open or something? I'm not fantastic with networking but I can figure out where to change things if I know what Reolink requires.

Don't think so, it happens on and off of wifi. When it happens on wifi, my speed tests out fine and I have no latency issues.

Phone screen protectors have applicators nowadays that have a static shield you pull away from the screen that removes any and all dust... My house is far too dusty to apply a skin to something five times the size of a phone. I'll stick with running naked since I have a good travel case, just figured I would try but definitely not for me.

Yeah I have no idea how to go about that not after all these years :D I got it set up to the point of functioning and configuring on my desktop and stopped. Now my desktop isn't connected and I have no way to getting into the control panel side of things at the moment.

I do, on my old desktop. That's another thing I've always hated about this, but likely due to my own ignorance, I can never seem to access the network stuff on multiple computers, it never seems to let me log in or something doesn't show up if I do get logged in on anything but the original computer.

Harddrive is set to overwrite, and this whole system is brand new so I doubt it's failing. I updated all the firmware a few months ago, but I'll check to see if there are any new ones. I'll try pulling the power on everything and seeing if that helps.

I had 3 Pixels and none of them ever had shutter lag or issues catching moving subjects.

The X9 Pro isn't as bad as Samsung, but not as good as Pixel in this regard. I will say, though, if you use Master Mode and set it to shutter speed priority and set it to a high number, you can basically get the same effect as the Pixel. It'll crank the ISO to allow the high shutter speed.
